Physical health examination

Ideological and political morality assessment

1. Persons who meet the following conditions can apply for registration:
(1) Abide by the Constitution and laws of the People's Republic of China;
(2) Graduated from a senior secondary school or with the same educational level;
(3) The physical condition meets relevant requirements.
2. The following personnel shall not register:
(1) Students in colleges and universities with ordinary higher education qualifications, or students who have been admitted to ordinary colleges and universities and have retained their admission qualifications;
(2) Non current graduates from senior secondary education schools;
(3) New graduates who apply for and illegally take the entrance examination for ordinary colleges and universities (including the national unified examination, the provincial unified examination and the entrance examination organized by colleges and universities separately, hereinafter referred to as the college entrance examination) by fraudulent means in a year other than the year of graduation at the stage of senior secondary education;
(4) Those who have been suspended from taking the college entrance examination due to violation of the national education examination regulations and are in the period of suspension;
(5) For those who have been taken compulsory measures by relevant departments or are serving sentences due to violation of the criminal law, minors shall be subject to relevant laws and regulations.
3. Registration method.
Candidates who apply for college entrance examination shall, in principle, register at the time, place and manner specified by the college admission committee of the province (district, city) where they are registered (hereinafter referred to as the provincial recruitment committee).
The provincial recruitment committee can make specific supplementary provisions on the registration conditions, time and relevant requirements based on the principle of focusing on the examinee's household registration, combining with a certain number of years of study in the local senior secondary education school, and combining with the actual situation of the region. The specific measures for the same educational level after graduation from senior secondary education schools shall be formulated by the provincial education administrative departments in the light of the actual situation.
The accompanying children of migrant workers and other non registered employees who have received high school education will take part in the local college entrance examination according to the measures announced by each province (district, city). Relevant examinees shall not register for the college entrance examination at the same time in "inflow" and "outflow" places. For candidates who do not meet the requirements of both the inflow and outflow due to special circumstances, the inflow and outflow regions should coordinate with each other to solve the problem. In principle, they should return to the outflow region to register. Foreigners who have settled down in China and meet the requirements for registration may apply for registration at the place designated by the provincial recruitment committee at the place of issuance with the Foreigner's Permanent Residence Identity Card of the People's Republic of China issued by the public security organ. Eligible candidates from Hong Kong, Macao and Taiwan can apply for registration at the place designated by the relevant provincial recruitment committee.

4. Enrollment and examination institutions at all levels and senior secondary education schools should strengthen the integrity education and warning education of examinees. 6. The provincial recruitment office shall formulate the local examinee information collection method according to the enrollment information standards and relevant requirements issued by the Ministry of Education, and establish and improve the corresponding management system. The content of examinee information collection should meet the requirements of comprehensive evaluation of examinees when colleges and universities enroll.
7. The provincial recruitment office must establish a complete information confirmation management process and method, organize the information collection department (unit, The electronic archives of examinees in the province (district, city) shall be established according to the prescribed format. Effectively strengthen the management of electronic files of candidates. Once the electronic file library is established, no one can change it without authorization.
8. The provincial recruitment office is responsible for formulating the methods for the establishment and delivery of the paper files (or personnel files) of the admitted candidates at the senior secondary education stage to the relevant colleges and universities in accordance with the relevant national regulations. Local senior secondary education schools should strengthen the establishment and management of examinee files, and be responsible for the objective authenticity of graduates' paper files (or personnel files). Those who practice fraud will be held accountable once they are found.
3、 Ideological and political morality assessment
9. The ideological and political morality assessment is mainly to assess the examinee's actual performance.
The school or unit where the examinee is located should make a comprehensive appraisal of the examinee's political attitude, ideological and moral character, and be responsible for its authenticity. In principle, candidates without schools or work units shall be identified by their township and sub district offices, and each provincial recruitment committee may formulate specific measures in combination with the actual situation. The appraisal content should be completely and accurately reflected in the registration form of candidates or the special additional form set up by the provincial recruitment office.

The supplementary requirements must be legal, reasonable, detailed and explained, and announced to the public in the enrollment regulations.
5、 Examination
13. The Ministry of Education authorizes the Education Examination Institute of the Ministry of Education, the provincial recruitment committee or colleges and universities to undertake the work related to college entrance examination.
14. The Ministry of Education Examination Institute and the relevant provincial recruitment committee are respectively responsible for the formulation of the national unified examination (including provincial proposition, the same below) and provincial unified examination questions, reference answers and scoring reference (guide). If the Ministry of Education authorizes relevant colleges and universities to make their own proposition, it shall be handled in accordance with the relevant provisions of the Ministry of Education. Admission and examination institutions and colleges and universities at all levels shall, in accordance with relevant requirements and in combination with the actual situation of the province and the university, provide reasonable facilities for disabled persons to register for examinations on an equal basis.
15. The examination questions (including subtitles and reference answers), scoring reference (guide), etc. of the national unified examination, provincial unified examination and the university's self appointed system should be strictly managed in accordance with the relevant provisions on the scope of state secrets in education.
16. The recruitment committees at all levels and relevant colleges and universities must strengthen the construction of security and confidentiality facilities according to national regulations, improve the security and confidentiality rules and regulations, take effective measures to strengthen supervision and inspection, establish and improve the emergency response mechanism, duty system and the first time report system, and ensure that security and confidentiality work is foolproof. 20. Candidates who teach in the common language of the country will answer questions in the written test in the common language of the country (except for foreign language subjects) when taking the national unified examination. The examination methods for graduates of senior secondary education schools who teach in minority languages to take part in the national unified examination shall be determined by the relevant provincial recruitment committees in accordance with relevant regulations.
21. The evaluation of the national and provincial unified examination answer sheets shall be organized by the provincial recruitment committees, and the evaluation of the enrollment examination answer sheets organized by colleges and universities separately shall be organized by colleges and universities. Relevant provinces (regions, cities) and universities can formulate scoring rules according to the scoring reference (guide) provided by the testing institution and the actual situation of the examinees in their own regions and schools. All provincial recruitment committees and colleges and universities should take practical measures to strengthen the management of grading and ensure that the grading process is safe and the results are accurate.
Each province (district, city) should strengthen the construction of the grading base, and colleges and universities have the responsibility to undertake the task of grading. All provinces (autonomous regions and municipalities) should organize and implement the work of grading in strict accordance with the relevant requirements and methods of online grading, and strengthen the management of grading staff.
After the examination, each province (district, city) must cooperate with the Ministry of Education Education Examination Institute to do a good job in the publicity of the examination content reform, give play to the educational function and positive guiding role of the college entrance examination, and timely and accurately report the relevant examination information according to the relevant requirements of the Ministry of Education Education Examination Institute.
22. For those who have worked and studied for a long time in a province (district or city) other than their registered permanent residence, and those who cannot take the exam in the registration place due to force majeure, on the premise that the test papers in both places are the same, candidates can apply to the provincial recruitment office where their work or study units are located and where their registered permanent residence is located. With the consent of the examinee, he/she may go through the formalities for borrowing the examination in the province (district, city) where the examinee works or studies and take the examination. The assessment and admission of the examinees' answers shall be in the charge of the provincial recruitment office where their household registration is located.
23. Each provincial recruitment office shall, in accordance with relevant national laws and regulations, do a good job in publishing college entrance examination results. Except for the specific matters stipulated by the Ministry of Education, the information of the examinees' college entrance examination results can only be provided to the examinees themselves and the relevant colleges and universities, not to the middle school where the examinees are located or any other unit or individual. It is strictly prohibited to publish, publicize, hype or in disguised form hype the contents of the "top students", "entrance rate", "online rate" and so on in the college entrance examination.
6、 Admission regulations
24. The university formulates its enrollment regulations in accordance with the Education Law of the People's Republic of China, the Higher Education Law of the People's Republic of China and relevant regulations of the Ministry of Education.
25. The enrollment regulations of colleges and universities are the necessary form for colleges and universities to publish relevant enrollment information to the society. Their contents must be legal, true, accurate, and standardized. They can be published to the society only after being approved by their competent departments in accordance with relevant national laws and enrollment policies. Once the enrollment regulations are published, they shall not be changed without authorization. If there is any supplementary explanation, it shall be timely announced to the public and notified to the relevant provincial enrollment and examination institutions. All colleges and universities shall accurately describe the type, level and tuition fees of their own schools in the enrollment publicity (advertisement), and use the name of the school consistent with the school running license or approval documents. Abbreviations are not allowed, unless otherwise specified by the state. The legal representative of the school shall be responsible for the authenticity of the enrollment regulations and relevant publicity materials of the school. Colleges and universities carry out enrollment work according to the enrollment regulations.

The enrollment measures for special types of examinations formulated by relevant colleges and universities must comply with the relevant regulations of the Ministry of Education and the provinces of origin of students, and shall not contravene the contents of the enrollment regulations of the University. The work plan and enrollment measures for special type examinations of colleges and universities shall be studied and determined by the Standing Committee of the Party Committee of the University, and then submitted to the provincial education administrative department for approval.
27. The university shall submit the enrollment regulations approved by the competent department and the website of the university that publishes the enrollment regulations to the provincial enrollment office in time within the time limit specified by the provincial enrollment office. The provincial recruitment office is responsible for summarizing and publishing the main contents of the university enrollment regulations or the website of the university to the society and candidates.
7、 Enrollment Plan by Province (District, City) and Specialty
28. 30. After applying to the competent department and being approved and filed by the Ministry of Education, colleges and universities can arrange a small number of targeted employment enrollment plans for employers of some national key construction projects. Colleges and universities must sign agreements with targeted employment units that comply with relevant regulations. It is strictly prohibited to charge examinees for false orientation or using targeted employment enrollment. The targeted employment enrollment plan should be oriented to the whole province (district, city).
31. Undergraduate colleges and universities that arrange cross provincial (district, city) enrollment can reserve a small number of plans within the annual enrollment scale approved by the state to adjust the imbalance of online students in the unified examination. The reserved plan shall not exceed 1% of the total number of undergraduate enrollment plans of the University. Any university with a reservation plan must report the number of reservation plans to its competent department for review. At the same time, colleges and universities must disclose the number of reserved plans and their use principles to the public.
32. After preparing the enrollment source plan of the university according to the relevant planning principles and requirements of the Ministry of Education, the university shall submit it to its competent department on time.
33. The provincial education administrative department is responsible for reviewing and summarizing the enrollment source plan prepared by the provincial (district, city) universities, and submitting it to the Ministry of Education on time. 36. Except for the types of enrollment that are allowed not to make provincial plans according to relevant regulations, the enrollment source plans of all colleges and universities must be summarized and distributed by the Ministry of Education, and the provincial recruitment offices are responsible for publishing them to the public. The plans that have not been sent by the education department and published by the relevant provincial recruitment offices are not allowed to arrange enrollment.

37. Applicants' voluntary filling.

38. Under the unified leadership of the Ministry of Education, the enrollment of colleges and universities is organized and implemented by the provincial recruitment committees.
39. The enrollment of colleges and universities shall be based on computer remote online enrollment. All provincial recruitment offices shall fully implement the remote enrollment management mode. All colleges and universities shall adopt remote remote enrollment within the campus to carry out enrollment work. 40. Each provincial recruitment committee shall reasonably arrange the batch of college admissions according to the actual situation of the local enrollment work. 41. Each provincial recruitment committee comprehensively considers and determines the admission control score line of each batch or corresponding enrollment type according to the number of enrollment plans arranged by the university in the province (district, city) and the examination results of the examinees.
42. All provincial recruitment committees and colleges and universities should, in combination with the actual situation of the province (district, city) and the university, scientifically and reasonably formulate the rules for filing admission, and timely publish them to the society, so as to properly handle the relationship between the examinee's performance and the volunteers. The provincial recruitment office shall publish the rules for filing to the public and provide the distribution of students to relevant colleges and universities before filing. According to the number of enrollment plans in the province (district, city) of origin and the distribution of the source of students, colleges and universities should negotiate with the provincial recruitment office to determine the requirements for accessing the candidate files. The provincial recruitment office shall release the electronic files of examinees to them according to the filing rules and the requirements of colleges and universities. In principle, the proportion of colleges and universities accessing examinee files should be controlled within 120% of the batches that volunteer to file in order. 43. Colleges and universities and provincial recruitment offices shall implement the enrollment of freshmen in accordance with the principle of "schools are responsible and recruitment offices are supervised". For candidates who pass the ideological and political morality assessment, whose physical health meets the training requirements of relevant majors, whose filing scores reach the same batch of admission control scores and meet the requirements of the university's file shifting, the university is responsible for determining whether to enroll and which majors to enroll. The university is responsible for explaining the reasons for the withdrawal of candidates who have already filed but have not been admitted. The university shall not enroll beyond the plan. The provincial recruitment office is responsible for supervising the implementation of the national enrollment policies and plans in the local enrollment colleges and universities, and correcting the violations of the national enrollment policies, regulations and enrollment rules.
44. When enrolling new students, colleges and universities should complete the work of file transfer, file reading, review, pre admission, file withdrawal and other links on time according to the procedures specified by the province (district, city) where the source of students is located, so as to ensure the normal circulation of electronic files of candidates and the smooth progress of enrollment. For colleges and universities that fail to complete the relevant work as required within the time limit, the provincial recruiting office should actively communicate with them. For colleges and universities that refuse to contact or deliberately delay time without reason, the provincial recruiting office can set the electronic files of candidates as pre admission status according to the number of plans and admission rules of the relevant colleges and universities, and should immediately notify the relevant colleges and universities in writing, The relevant information shall be reported to the Ministry of Education for record.
45. With the exception of some special colleges and universities (majors) such as military, national defense and public security, colleges and universities are not allowed to regulate the enrollment ratio of male and female students. They are not allowed to restrict the foreign language of candidates who apply for non foreign language and literature majors in the unified examination, and they are not allowed to impose other restrictions beyond the national enrollment policy. Except for the circumstances stipulated by the state, colleges and universities shall not organize interviews, tests and physical examinations of examinees in advance and take them as the basis for admission.
46. Under any of the following circumstances, the provincial recruitment committee may decide to add a certain score to the total score of the cultural unified examination based on the local filing admission method; Those who meet the requirements for college filing shall be examined by the college to decide whether to enroll. If the same candidate meets multiple conditions for increasing scores, only the score with the largest range can be taken, and it shall not exceed 20 points.

Higher secondary education schools must also publicize to the classes of examinees in accordance with relevant regulations. 49. 50. In principle, targeted employment enrollment and non targeted enrollment shall be conducted at the same time. In the provinces (districts and cities) where parallel volunteer filing is implemented, colleges and universities can adopt the methods of setting up a single volunteer or filing a separate file, or within the range of score reduction specified in the policy, the candidates who have a willingness can be enrolled in batches by filing, searching for files by school, by profession, and by score. 51. Colleges and universities and their competent departments should effectively strengthen the management and supervision of the use of adjustment plans. Colleges and universities should collectively study and decide on the use principles of their own adjustment plans, which should be used in provinces (districts, cities) with large number of students and good quality. It is necessary to strengthen the file management of enrollment work, and record and archive the meeting research for important decisions such as enrollment plan adjustment. The university adjustment plan should be put on file before the admission batch of relevant provinces is put on file, and the provincial recruitment office should put on file on the batch admission control score line according to the adjusted number of plans, candidates' wishes and scores. Colleges and universities shall be responsible for dealing with the remaining problems caused by improper use of the adjustment plan, and shall not lower the admission criteria to enroll candidates by name. It is strictly forbidden for colleges and universities to use the adjustment plan to designate candidates or charge candidates any fees related to admission. The provincial recruitment office shall not relax the admission policy or lower the score requirements at will in order to adjust the number of plans.
The adjustment of college enrollment source plan must be within its enrollment scale and be approved by the relevant provincial recruitment office and the competent department of colleges and universities. For the unfinished enrollment source plan of colleges and universities, voluntary enrollment must be openly solicited in the place where the source of students is located.
52. Colleges and universities cannot refuse to admit disabled candidates whose college entrance examination results meet the requirements, whose physical conditions are able to complete the study of the reported specialty, and who can take care of themselves.
53. Colleges and universities shall mark the list of candidates to be admitted (including candidates to be admitted for unified examination, escort, and separate examination, etc.) with the type of admission, report it to the provincial recruitment office where the source of students is located for approval, and add relevant special type enrollment plans. After being approved by the provincial recruitment office, a database of admitted candidates will be formed, and the corresponding roster of admitted candidates will be printed accordingly, with the special seal for admission of the provincial recruitment office affixed, which will serve as the basis for the formal admission of the candidates to the relevant colleges and universities, and be put on record. At the same time, the name book of admitted candidates must be sent to the relevant colleges and universities after the completion of the same batch of enrollment.
The university shall fill in the admission notice according to the list of candidates approved and filed by the relevant provincial recruitment office, and the president shall sign and issue the admission notice, affix the seal of the university, and be responsible for sending the admission notice of candidates directly to the admitted candidates together with relevant materials such as the admission notice, subsidy policies and measures. The work of posting and delivering the admission notice shall be carried out in accordance with the relevant work requirements of the Ministry of Education and the State Post Office.
54. The admission work of each province (district, city) should start in early July and end before the end of August. In principle, the first batch of undergraduate or ordinary batch of undergraduate enrollment should start before July 15 and end before the end of the month.
55. In addition to the information that should be publicized to the public according to regulations, any unit or individual shall not provide or disclose to others without authorization, or illegally disseminate or sell, the personal information of the candidates and the work content that needs to be kept confidential in stages during the admission process.
56. After receiving the admission notice, the examinee shall timely verify and confirm through the information release channel designated by the provincial recruitment office or the university. Candidates can go through the procedures of household registration transfer with the admission notice, and go through the procedures of registration according to the time specified by the university and relevant requirements. The admitted examinees who cannot report on time shall submit a written application within the time limit specified by the university, and can extend the registration only after being approved.
According to the list of admitted candidates approved by the provincial recruitment office and the admission notice held by the admitted candidates, colleges and universities shall handle the admission and other relevant procedures for freshmen according to relevant regulations. After new students register, colleges and universities should check the examinee's paper files and electronic file information in a timely manner. If the paper files are not complete, the relevant electronic file information should be printed and stamped with the official seal of the school files before being stored in the examinee's paper files.
Colleges and universities shall summarize the list of candidates who have given up their admission qualification by their province (district, city) of origin, and submit it to the provincial recruitment office of the relevant source of students within 20 days after the normal registration deadline specified by the university. It is strictly forbidden for colleges and universities to register students for those who have not registered.
57. Colleges and universities that enroll recommended students must upload the database of recommended students who have passed the test and plan to enroll to the "Sunshine College Entrance Examination" platform before April 10. The provincial recruitment office where the relevant students are located should download the data after review and confirmation on the "Sunshine College Entrance Examination" platform before April 20, and go through the admission approval procedures according to the procedures, and send the enrollment roll of the recommended students to the relevant colleges and universities in a timely manner.

All provincial recruitment offices shall not organize supplementary or replacement enrollment for undergraduate level enrollment of all colleges and universities after the completion of regular enrollment work; For the relevant colleges and universities in the province (district, city) where the freshmen have not completed the source plan of higher vocational (junior college) students issued by the state after registering, the relevant provincial recruitment office can organize supplementary enrollment at the higher vocational (junior college) level within the scope of the non enrolled students in the province (district, city) according to the candidates' wishes and relevant admission requirements after the application of the school and the consent of the provincial recruitment committee, And send the enrollment roll of the additional candidates to the relevant colleges and universities in a timely manner. A small number of higher vocational (junior college) level colleges that really need cross provincial supplementary enrollment must apply to their competent departments and the provincial recruitment office where the students are located. Supplementary enrollment can only be implemented through the provincial recruitment office where the students are located after approval.
59. The relevant provincial recruitment offices and colleges and universities should properly solve the remaining problems of enrollment caused by network transmission, work errors, force majeure and other factors through consultation.
9、 Information publicity
60. Establish a hierarchical, responsible, standardized and effective national, local, university, senior secondary education school and other multi-level university enrollment information disclosure system. The information disclosure of college enrollment should be accurate in information collection, standardized in disclosure procedures, and timely in content release.
61. The education administrative departments at all levels, enrollment and examination institutions, relevant colleges and universities, and middle schools shall, in accordance with their respective responsibilities and requirements, respectively disclose the enrollment policies, enrollment qualifications, enrollment regulations, enrollment plans, candidates' qualifications, enrollment procedures, enrollment standards, consultation and appeal channels, major violations and their handling results, enrollment review and other relevant information.
The information publicized on the "Sunshine College Entrance Examination" platform of the Ministry of Education, provincial recruitment and examination institutions and colleges and universities will remain until the end of the year. The information about candidates publicized by county-level recruitment offices and senior secondary education schools shall be publicized at least 10 working days before reporting and kept until the end of August of the same year.
62. Education administrative departments at all levels, recruitment offices, relevant colleges and universities, and senior secondary education schools shall, while publicizing relevant information, provide the e-mail address, telephone number, unit accepting the report and mailing address, and investigate and deal with the reported matters in a timely manner in accordance with the relevant national provisions on letters and visits.
10、 Enrollment management responsibilities
63. The Ministry of Education is responsible for the enrollment of various colleges and universities and the national unified examination. Its responsibilities are as follows.

64. People's governments of provinces (districts, cities), cities (prefectures, leagues), and counties (cities, districts, banners) set up their own recruitment committees, which are responsible for the recruitment of students in their own regions under the dual leadership of the people's governments at the same level and the recruitment committees at the next higher level (or the Ministry of Education).
The director of the recruitment committee shall be the person in charge of the people's government at the same level, and the deputy director and members shall be the persons in charge of the education administrative department, other relevant departments and universities.

65. The responsibilities of the provincial recruitment committee are as follows.

(3) Summarize and publish the major contents of the university's enrollment plan and relevant enrollment regulations in the province (district, city) or the website where the university publishes the enrollment regulations.

66. The university shall establish a leading group for enrollment work composed of the main responsible person and the responsible person of the relevant department in the university to be responsible for the enrollment work of the university, and set up an enrollment office, equipped with full-time staff and office equipment, places and facilities necessary for conducting enrollment and examination work. The main responsibilities of colleges and universities are as follows.

According to the Measures for Handling Violations of National Education Examination and the Interim Measures for Handling Violations of Enrollment of Ordinary Colleges and Universities, identify and deal with the illegal candidates, and report the results of the treatment of violations to the provincial recruitment office where the student source is located.

67. The enrollment funds of each province (district, city) shall be disbursed from the local education expenses.
The college enrollment funds shall be disbursed from the business expenses of the university.
68. Candidates must pay the registration fee. The charging standard is determined by the relevant departments of each province (district, city) according to the actual situation of the region and the construction of standardized examination sites, examination implementation, online enrollment, examinee information collection, and special types of enrollment examinations organized by colleges and universities.
69. The corresponding labor remuneration shall be paid to the enrollment and examination staff who participate in the work of registration, physical examination, proposition, paper production, paper transportation, invigilation, marking, tour examination, admission, etc. The specific measures shall be formulated by the provincial (district, city) education administrative departments and the relevant colleges and universities in coordination with the relevant departments according to the actual situation.
12、 Handling of violations
70. If the examinees, examination staff and other social personnel violate the regulations in the registration, examination, admission and other aspects of college enrollment, they shall strictly comply with the Education Law of the People's Republic of China, the Measures for Handling Violations of National Education Examinations (Order No. 33 of the Ministry of Education) and the Interim Measures for Handling Violations of Enrollment of General Colleges and Universities (Order No. 36 of the Ministry of Education) The determined procedures and regulations shall be handled seriously, and the responsibility of the parties and relevant personnel shall be investigated according to laws and regulations; Those suspected of committing a crime shall be transferred to the judicial organ for investigation of legal responsibility in strict accordance with the relevant provisions of the Criminal Law of the People's Republic of China, the Interpretation of the Supreme People's Court and the Supreme People's Procuratorate on Several Issues Concerning the Application of Law in Handling Criminal Cases such as Cheating in Organizing Examinations, and so on. Public officials who violate rules and disciplines shall be severely punished in accordance with the relevant provisions of the Regulations of the Communist Party of China on Disciplinary Punishment, the Regulations on the Punishment of Civil Servants in Administrative Organs, and the Interim Provisions on the Punishment of Staff in Public Institutions. For the party members who are in disorder in the examination room, cheat seriously, and violate the enrollment regulations seriously due to the neglect of the education administration department, enrollment and examination institutions, and universities, the party members who are directly responsible and those who are responsible for leadership should be seriously investigated and held accountable according to the discipline and regulations in accordance with the Accountability Regulations of the Communist Party of China and other regulations.
The unified provincial examination organized by the authorized provincial recruitment committee and the separate entrance examination and foundation strengthening plan, escort students, youth classes, comprehensive evaluation pilot, high-level art troupes, high-level sports teams, arts and sports majors, sports training, martial arts and traditional national sports, classified entrance examination for higher vocational education organized by authorized universities are all part of the national education examination, In accordance with the above laws and regulations and Party regulations. The examinees, colleges, middle schools and relevant staff who violate the above types of enrollment examinations shall be strictly investigated and punished. Those who provide false personal information or application materials shall be deemed as cheating in the national education examination. For candidates who are identified as cheating, their registration, examination and admission qualifications for relevant types of enrollment will be cancelled. At the same time, the relevant provincial enrollment and examination institutions or education administrative departments will be notified to cancel their registration, examination and admission qualifications for the college entrance examination that year, and will be suspended from participating in various national education examinations for 1-3 years depending on the seriousness of the circumstances.
For those students who have not graduated from a senior secondary education school who have illegally participated in the college entrance examination, their scores in all subjects of the college entrance examination in the current year will be cancelled, and they will be given the punishment that they are not allowed to register for the college entrance examination in the current year of graduation.
71. Candidates or their legal guardians may raise objections, appeals or reports to the university they are applying for if they believe that the enrollment behavior of the university they are applying for violates these Provisions or other relevant provisions. Colleges and universities should investigate and deal with them. If there is any objection to the implementation of the policy, they should reply to the applicant in writing or orally in a timely manner; In case of reporting violations of laws and disciplines, a discipline inspection and supervision institution or a special enrollment supervision institution shall be organized to investigate and make a written reply in accordance with the Petition Regulations and relevant provisions.
If the examinee or his guardian is not satisfied with the policy explanation made by the university, he may apply for reexamination to the provincial recruitment office where the student source is located; If they are not satisfied with the handling of reports of violations of laws and disciplines, they can apply to the provincial recruitment office or the education administrative department in the place where the students are from for reexamination. If they are not satisfied with the conclusion of the reexamination, they may, in accordance with the relevant provisions, submit a reexamination to the provincial recruitment office or the higher authority of the education administrative department.
13、 Supplementary Provisions
72. The joint recruitment of overseas Chinese, Hong Kong, Macao and Taiwan students by ordinary colleges and universities shall be carried out in accordance with relevant regulations.
The special type enrollment of some approved universities shall be implemented according to the relevant regulations of the Ministry of Education.
The examination work of the national unified examination shall be carried out in accordance with the relevant examination management regulations of the Ministry of Education.
73. The application of active servicemen to colleges and universities shall be handled in accordance with the provisions of the relevant departments of the Central Military Commission.
74. The provincial recruitment committees and the competent departments of colleges and universities may formulate supplementary measures or implementation rules in accordance with these regulations and report them to the Ministry of Education for the record.
